In 1921, Pennell returned permanently to the United States, settling into an apartment in Brooklyn Heights that afforded panoramic views of Lower Manhattan and New York Harbor. The artist studied the shipping in the East River and atmospheric effects at all times of the day and night from his living room window, capturing the view in numerous oil, watercolor, and gouache paintings reminiscent of Whistler’s evocative twilight and night scenes.
